Pomesjal charakter

The main character of this film is Mels Yeleusizov, former vice-director of the Kazakh Department of Waterways and Public Works. Presently, as a result of his stubborn fight against bureaucracy, he is unemployed and has been expelled from the Party. He is trying to prevent a major ecological disaster with Sor-Burlak, a lake containing a giant rubbish heap. Millions of cubic metres of dirty water, without dams or water level regulators, threaten to flood Alma-Ata any time now. Some casualties involving breaches in dikes have already made some victims. But the bureaucrats are indifferent and outrageously negligent. They are busy, not preventing trouble but fighting against peace violators who are too curious. However, Mels Yeleusizov's character tells him not to step back if he feels he should not.
