Historia de una descarga

In January 1981 a ship moors in Cienfuegos port. It is carrying a 2,000 ton cargo of wood-pulp: sender unknown. Theoretically speaking, the port does not have the facilities to store the ship's load. Still, if the ship will not be unloaded, a fine for extra days in port will be imposed. Attempts to solve the problem get stuck in red tape.
