In this short staged film two German soldiers batter a young woman and her baby during WW I. They are exposed after the war when they try to sell their goods to a British shopkeeper.
The theme of the boycott campaign of the British Empire Union was the slogan: "Once a German, always a German". THE LEOPARD'S SPOTS was one of the few expressions of propaganda containing a direct call for hatred against the enemy. This caused the British member of parliament Leif Jones to ask the Minister of Information some questions on this subject.
