Festival history
is the present state of the land in Vieques, Puerto Rico, an island that has been used by the United States military and NATO forces for total warfare training for the past 60 years. When the civil disobedience movement succeeded in removing the U.S. military from the island in 2003, the land changed ownership from the U.S. military to the U.S. Department of Interior, Fish and Wildlife Services. This shift in management has created a stalemate on the civic initiatives of island residents, who are demanding that their land first be decontaminated of all the toxic substances and the unexploded munitions that plague it, and that it ultimately be restored to municipal jurisdiction and management. This film follows the son of a local fisherman, whose father led the Fisherman's Movement, a key movement in the 1970s in Vieques that initiated the civil disobedience movement on the island. This young man gets the discussion moving, taking the debate into new and unexpected directions.
